On the Integration of Municipal Wastewater and Solid Waste Management Systems for Establishing the Recycle Society

The need for overall transformation of today's social, economic and technology systems has been advocated for realizing the "recycle society." With respect to the energy and material flows related to people's daily life, the waste management system plays an especially important role for promoting recycling: it governs the people's lifestyles and the reuse and recycle of municipal wastewater and solid wastes. However, the wastewater treatment and solid waste disposal systems have been designed and constructed based on different thoughts and principles. Although the both systems tended to rely on advanced technologies, solid waste management, in particular, has come to give more emphasis on the human role such as the change in lifestyles and the separation of items by households. This paper discusses the problems with these separated systems, and examines the possibilities of their integration. As a technological option for integration, the use of disposers and its effect on the existing systems are discussed. KEYWORDS; wastewater management system, solid waste management system, recycle society, LCA, ecoefficiency 1.緒 言及び問題提起 近年,環 境負荷の小さな持続 可能な社会を 目指 して,資 源循環 型社会 の形成 が標榜 されて いる。すなわ ち,大 量消費,大 量廃 棄の使 い捨て社 会を見 直 し,資源の再生や再利用を重視 するこ とで,新 たな資源(バ ー ジン資源)の 投入や環境負荷の発生 を最小限に抑 えようとす るものである。そ のため には,現 在実現 して いる社会経済 システム全体にわたっての劇 的 とも言える変化 が求め られ ている ところで あるが,ま だそ の 取 り組みは緒 につい たばか りである。 循環型社会 を実現す るためには,製 品の生産 ・消費 ・廃棄,あ るいは資源の供給 ・需要の流れ の全体 を 通 しての改革が必要であ るが,生 活系について 見た場合には,ラ イ フスタイル ・消費生活の変革 とともに, 資源 フローの最下流部に位 置する廃棄過程 について現在採 用されているシステムの見直 しが求め られ る。廃 . 棄過程の役割は,生 活か ら排出 され る雑多な未利用資源を含む排水 と廃 棄物を処理する とともに,こ れ か ら効率 よ く有用な資源 を抽出 し循環 させる ことであ るが,排 水 と廃棄物の両処理 システムに関する従来 の 設計 にお いては,資 源循環の重要性 と必要性は叫ばれなが らも,そ れがシステム設計の絶対的要件 として 位 置づけ られて きたとは必ず しも言えない。また 排水処理 と廃棄物処理がそれぞれ独 立 したシステム と して,そ れぞれ の固有 目的 に従 った技術開発 と整備が図 られて きてお り,両 者を統合的に とらえた上でシ ステムの合理性 を追求す ることはあ ま り行 われなか った。その結果,両 者を支配す る技術 思想には共通 点 とともに違 いもみ られ る。すなわ ち,両 者 ともに高度処理技術 導入 を基本 としつつ,そ の不十分を市民参 加型施策で解決 しようとする点に共通性 があ る一方で,市 民参加型施策 に依 拠す る度合いには差 が見 られ る。排水処理システムについては,大 都市に関 する限 り,衛 生面及 び利便性 ・快適性を追求 した下水道 シ ステ ムという大規模 ・高度技術 に依拠 した処理 が主流で あった。これに対 して,ゴ ミ処理 については,圧 倒 的な焼却減容化の流れの中,高 度技術に立脚 したエ ン ドオ ブパイ プ処 理を指 向 して きたものの,機 械 的 処理 によって資源循環 を追求す ることの限界 が認識され,分 別な ど,市 民の参加協力に立脚 した資源 リサ イクルや生産 ・流通過程に までさかのぼった対策を重視 する動 きが強 くなっている。 しか し,ゴ ミ処理 におけ る近年の リサイクルの動 きも,市 民の参加だけでは 自ずか ら限界 がある。そこ には,行 政サ イ ドや生産サイ ドにおけ る取 り組みの他,シ ステムの基盤 となるイ ンフラ整備 や技術,制 度, またそのための研究開発,環 境教育 とい った総合的な取 り組みが必要 とされる。産業系の資源循環 につ い * 九州大学大学院工学研究科附属環境システム科学研究センター * Institute of Environmental Systems, Graduate School of Engineering, Kyushu University ** 福岡県甘木土木事務所 ** Fukuoka Prefectural Government
